WebServices in Server Event

hi all,

in project server 2007 there are several events such us Project
OnPublished. If we want in an eventHandler, to invoke a webServices
(like project Web Services), we need credentials (authentification) to
do it. So, I have 2 question.

*Which credentials should I use?

*Is there a way that the webservices is executed by credentials of the
person responsible of the event (who publish the project for example)
