Website encoded with Unicode UTF-8

New to Publishing, DDB

When I upload my Website the default encoding is Unicode UTF-8, but the coma
looks like a ?. When I change the encoding to Western European it looks
correct. What can I do to solve this problem.

I am having the same issue - on IE7

by default everything is (UTF-8) when I change to western-european
everything is the way it should be. I can not get explorer to keep the
Western... encoding.

I have tried with the auto-select on and off, I have tried under region to
change to europe and back to us. I have reset default settings, I have
started with add-ons turned off...

it's nice to have specifics. but anyway, in Publisher's web options set the
encoding to which ever one works for you.

You change the encoding of a Publisher web publication by going to Tools >
Options and Web tab. While you are there also uncheck "Rely on VML..." (Pub
2003), and "allow png...".
