Rick, It appears that you are using Publisher 2003, yes? If so, then the
pages are going to load slower, and especially images. Using a dial-up
modem, the text loaded fairly quickly, but the images took a while.
MS has issued a partial solution - Compress graphics files to create smaller
Web site files:

Also, if I remember correctly, David Barosik has suggested disabling the VML
and Ping options before generating the HTML code, as another way to improve
the performance. I can't seem to find that information right now, but
perhaps David will read this and comment?
