Website or add-in on how to use Outlook as department manager?

I am managing a departent with several people, for this to work better I
want to use outlook (2003)and Exchange 5.5. better.

I want to: Keep track of RFC's (Request for Changes) I give to people.
Monitor Tasks and projects assigned to people and appartments.
Be able to create reports for people who initiated RFC's and Tasks and
projects.

I also want to be in control myself, (not depending on others)

And of course It has to be simple. A lot of tasks rfc's etc come in per
e-mail...


Any good hints??

For example onhow to better use categories and contacts in tasks etc???
