I want to create a e-commerce website with pictures ,check out cart, paypal,
and so on and i am new to this what program is best to use without spending
money i dont have to spend is front page good

Besides David's succinct comment, Front Page is not free and hasn't been
updated in several years. I suspect if you want all these bells and
whistles you'll wind up spending some money for a worthwhile program.
Google (or Bing) is your friend.

Did you miss my suggestion to use Google?

FrontPage was fine at one time -- in fact, I still use it.
