WebViewURL doesn't stick

In Outlook 2000 my add-in creates a new folder and sets the WebViewURL
and WebViewOn = True. When I click on my newly created folder the web
pages displays as expected. However, if I click the folder again the
web page disappears and a standard explorer appears!

Is there any way to prevent this?

That's actually the built-in behavior for Outlook. It assumes if you
double-click on the folder, you want to see the contents, not the folder
homepage.

Thanks Tom. Where is this documented? I can't find anything that
refers to this behavior. Plus the Outlook Today page does not act this
way.
