I need to create a certificate of commitment for two people exchanging vows
that can be signed by them and witnesses. Not sure what the verbage should
be. Any ideas?

You might look at http://www.weddingdepot.com/
They have 15 or so that you can read and get some ideas.
I needed a wedding certificate template that has places for 6-8 Primary
Sponsors to sign but was unable to find one.
