Weird problem in Outlook 2002

Ok. This is one of the strangest problems you may here with Outlook 2002.

The Story / Problem

I recently removed my pop3 email address from Outlook because I had
purchased a new domain, thus having a new email address. After I added my new
email address, I started noticing I was not receiving mail. I thought it was
a problem with my server, but I went to domain/webmail and could check my
mail no problem. After this, I tried sending an email from Outlook to my
Hotmail account... With Success! So right now, Outlook 2002 is sending email
from my pop3 account, but not recieving.

Yes, my server settings and User / Pass are correct.

I know this because I entered all the same settings into Outlook Express
with success. I could send and recieve mail with Outlook Express.

So what the heck is the problem with Outlook 2002?!?

I decided to take the easy way out. I uninstalled Office, rebooted,
reinstalled Office, and rebooted. SAME PROBLEM. Not only that, but all my
contacts and server info were still there! So I uninstalled Office, deleted
all registry files having anything to do with Outlook, deleted personal files
in Documents and Settings, rebooted, and reinstalled Office. This got rid of
all my contacts. But I am still having the same problem.

Does anyone even have a clue what is going on? Any help would much be
appreciated.

Just to recap:
Uninstalling, and reinstalling Outlook.
Exporting my account settings from Outlook Express to Outlook 2003.
Uninstalling, deleting registry and personal folder files, and reinstalling.
Restarting computer several times.
