Weird problems: PM cant create document, PM got kicked out of PM g

Hi everyone,

I have some weird problems with Project Server. I have spent hours of
research but I couldnt find a clue, and I couldnt find any similar problems
in any threads. Before list the problems, I must say that I have
administration right, and my company using MS Project Professional 2003 SP1
(11.1.2004.1707.15) with Project Web Access
The problems I have encountered are:
1) One of the project manager can not create new document library. In PWA,
he clicked on Documents -> select a project that he is the project manager ->
clicked Create Document Library -> typed in Name and description, display
this doc on Quick Launch bar: yes, Create a version each time edit: No,
Document template: Office Word document -> click Create --->>> it asked for
username and password, even type in his username/pw still cannot create -->>
Error: Access denied. You do not have permission to perform this action or
access this resource. Access requests are not enabled <<< This problem also
occurs with the other project manager which he has both rights of project
manager and resource manager

I have checked very carefully and he is in Project manager group, he has all
the right of a project manager, he said he can create documents in other
projects in the past, it is just happened the first time in this project. I
have no idea where I should check the right for creating new documents like
this. I tried myself with other project that I belong to and I can create
documents without any problem, but maybe because I have administration right ?

2) I have the other problem is also serious and I found no similar problem
in this forum or anywhere:
2 project managers in my company always got "kicked out" of project manager
group everyday. In PWA, I have to go to Admin -> Manage users and groups ->
add them to project managers group EVERYDAY. I noticed that after 3:00PM
everyday, they got kicked out of project manager group, and I couldnt find
any clue of how could it happens.
There is one thing strange, but Im not sure if it has anything to do with
this problem or not, and if it is, I dont know how to solve it: in Admin ->
Server Configuration: Active Directory Group to Synchronize is set to update
every 1 day at 3:00PM
For now, I have to check and put these 2 project managers in to project
managers group everyday. Why cant it save the settings that those 2 PM are in
Project managers group??
Someone please help me, I apologize for the looonng thread, but pleaseee
help me

Now sure about #1, and will leave that to the technical specialists, as this
sounds like a WSS issue.

2. If you are using Active Directory synchronization, then this PM must be
present in the AD group that maps to the Project Managers group in PWA. If
that PM is not present in the AD group that maps to the Project Managers
group, then every cycle of AD synchronization will remove the user from that
Group and leave him/her only in the Team Members group.

Thanks so much for your quick reply, Dale. However, I have a very newbie
question (since I have just work with Project Server not long ago)
How could I check if these PMs are present in the AD group that maps to the
Project Managers group in PWA?

Contact your network administrator who functions as the AD administrator to
confirm this. Hope this helps.

Thanks so much, Dale, I have asked the network administrator to add them into
PM AD list, my network admin said they both were not in AD PM group, I hope
this would solve the problem.
For the first problem, anyone else has any idea why some PMs cant create new
document/folder ? I spent hours to investigate this problem and no clue so
far, Im almost went crazy about it, so depressed... please help me, Im
appreciate with any suggestion
