What all passes from a Template in CreateForm Method

Does the CreateForm from template transfer anything other than basic
settings?

I am using the CreateForm method to programmatically create a form
based on a template. It seems to be working as I can change settings on
the template, such as headers and footers and they change when I create
the new form. But my thought was that the controls on the Template
would be transferred to the new form as well. I have some labels, etc
that I would like to be on the template and then show up on the new
form.
