What are master pages?

I realize this thread may seem simple but I'm oversimplyfying it for
people
who are brand new to Publisher 2003.

Just got and installed Publisher 2003.

I know I could find this out in about an hour of studying but I have
various deadlines.
I have been using Publisher 95 and the two versions before that, but I
had
everything I needed to print small books. But now I want to do it all
in
one pdf file, with the covers a separate one.

It is never told what exactly a master page is, P2003 help just keeps
referencing the term "master pages."

Instead of saying "see everything about master pages at:
http://office.microsoft.com/en-us/results.aspx?Scope=FX,HA,HP,QZ,RC,XT&Query=master&App=PB"

can someone explain what they really are?

I am assuming they are like a type of style sheet for every page
in your document?

After I create one for the main text numbering, do I create one that
has
no text numbering/headers and apply it to the title page, table of
contents, and so on?

Does anyone have any tips for working with them on a book project?

The Master Page in Publisher 2002 and later is the same as the Background in
Publisher 2000 and earlier.

Publisher 2003 allows you to have different ones for different pages or
groups of pages.
