What are parameter values? What makes them not valid

Work Offline is checked and will not release. Error message is Parameter
values are not valid. I cannot send e-mails. My search through help screens
is not giving me an answer. What should I look for? Sometimes I also get an
error message saying that my headers are not synchronized. How can I fix that?
