what are the setting for in and outgoing mail

When I access my email on microsoft outlook2003 it pops up with an error
message saying I can't use smtp. What are some other setups i can try

Ask your ISP - they are responsible for giving you the names of their
mailservers and settings for POP3 and SMTP.
