What are the steps to getting fill colors and line colors to work

I would like to fill in some graphics with fill colors and underline some
text with a line that is colored differently than the text itself. I am
unable to figure how to get either option to work.

For the underline issue, in the Format>Font dialog, you can select the type
and colour of underlining.

What is the origin of the graphics?
