What aren't attachements available?

I just started using Outlook Express 6 and for some reasons, I cannot
execute any attachments. The paper clip icon appears, showing that an
attachment is included with the e-mail, yet when I click onto the
icon, a small window opens up, but both the attachment description or
the "save attaintment" options are not highlighted and you cannot do
anything with them. I then forward the same e-mail to myself, use
another e-mail program to open them and the attaintment is available
and executable. What is wrong and how do I fix it please?

Lastly, if there such a thing as just an "Outlook" mail program? If
so, where do I get it and what does it offer that "Express" does not?

Thanks in advance for your help.

Your problem is that your security in outlook express is
set to high. It is set to block any incoming attachments.
You need to look in the Tools - Option menu and uncheck
the box that says to block all attachments.
MSOutlook is much better than Outlook Express as it
includes a calendar program, task scheduler type program.
It is part of all MSOffice Suites.

Outlook is part of the Office suite of products (Word, Excel, Powerpoint,
etc.) To get Outlook, you must purchase an Office license (it can also be
separately licensed, but it's hardly worth the expense). It offers, in
addition to Email, a Calendar, Task tracking, and Contacts (like a fancy
Rolodex). If you could make use of any of these additional functions, it
might be right for you.
