What deliverables the user can see to create a "link" on

Hello,

I don't have my machine to try. Could you tell me what Deliverables the user
can see when he/she is doing:
Collaborate / Manage Dependencies on Deliverables
- All the deliverables in all the projects?
- Only the Deliverables in the projects he/she has permission to see?
