What determines the content-disposition of an email?

I received two emails from the same person, both had a Word document as an
attachment. When I go to view the message source, one attachment has

Content-Type: application/msword; name="News Release12.doc"
Content-Disposition: attachment; filename="News Release12.doc"
Content-Transfer-Encoding: base64

and the other one says

---------53906a1353906a13
Content-Type: application/msword
Content-Disposition: inline
Content-Transfer-Encoding: base64

Both attachments open as word documents correctly, but what would cause the
second one list the Content-Dispostion as 'inline' and doesn't show the
attacment's name?
