What do I do if OUTLOOK has no Send/Recieve button

I recently completed a fresh install of Office 2003 into a new installation
of Windows XP Pro on my father's new computer: I configured the mail
settings, and was able to get mail, but not send it.

The most obvious symptom is that no Send/Recieve button appears anywhere in
the program.

It seems that the internet options, and the Windows options have been
configured to know that Microsoft Office Outlook is the default e-mail
program.

Lemmie know if you have any ideas, please
