What do we do after Administrator uploads the form

I have a need for a central location of 1 form that can be used by many sites
in a site collection. Obviously republishing an updated version to all of
these manually would be bad.

It appears that the Administrator can upload this form, and since it does
not contain any managed code, it can be done right on the Form Templates
folder in the root. It appears to have been activated. There is a nice demo
of all of this. But they stop and don't tell me how to get my users access to
it.

Am I missing something obvious? I tried creating a new form library
expecting to see this form appear in the template drop down; nope. I can now
see it in the Form Templates folder but have no idea what to do with it next.

I may also need to do this with a form across all the farm and so I might
use the Central Admin upload. Again, that process is described elsewhere, but
what do you do to get the forms into users hands so that they can save their
results in many different document libraries but based on 1 shared template.

Any help would be appreciated.

I figured it out. I had to turn on the use of content types and then the
Admin form appears in the list of content types. Once you add it to the form
library, then the user clicks on new, it appears in the list. Very cool. Now
9 forms that need to be available on over a 1000 site collections can be in 1
place. Updating it there updates it everywhere.
