What does it mean when the COM object hasn't been initialized?

I've been having serious problems with my outlook recently. I can't send
emails and such because whenever I go to the inbox or outbox or wherever, I
get a warning popup that says that the COM object has not been initialized. I
tried reseting my passwords in the send/receive settings, and also tried to
access my email outside of hotmail (I use earthlink) I can't even access my
mail through the earthlink site. Also, a while ago, I tried including
spamblocker softyweare and it said the POP3 server wasn't working properly,
etc. etc. I really have no clue what my best choice of action is.
