what does "precondition failed" mean when you try and send an ema.

I have been using outlook as my email program in conjunction with a hotmail
account. I've never had problems sending emails before, but all of a sudden,
my outlook fails to send email messages. The messages just sit in the outbox
while outlook tries to execute the send/receive function. After a little
while, the send/receive box reports a sending error: this is what the error
message says:


Task 'Hotmail - Sending' reported error (0x800CCC3C) : 'The server reported
an error.The server responded 'Precondition Failed'. '

If anybody can tell me how to fix this, I would appreciate it.
