What does the anchor symbol mean? Its purpose?

I can't seem to find an accurate explanation of what the locked anchor symbol
represents? If I use a locked anchor for a graphic, the graphic can still be
moved. So what "power" does the anchor have?

You can move the anchor but Word can't. The graphic will remain anchored to
the paragraph it's anchored to, even if the paragraph moves to the next page
(and despite the fact that you have the graphic positioned "Relative to
page").
