What does the "fix the middle" error mean in Excel?

I have an excel sheet that does round offs for me. One tab has the input data
while the next tab shows the correct output.

The problem comes when I enter specific values. If I enter 9 in the lb cell
and 9 in the oz cell, I get the correct result, but if I enter 9 in the lb
cell and 10 in the oz cell, I get a "Fix the middle" error. What does this
mean?

I can attach the sheet if requested.
