What does the #Name? message mean?

I have a report in which I have a text box which reads: ="As part of your
GALEX GI Cycle " & [Cycle] & " Program " & [NUM] & ", data was recently
delivered to the Multimission Archive at Space Telescope (MAST). GI data
is proprietary for 6 months from this notification."

I had this exact same construct in a 2003 report, but not I get this error
all the time.

The query which is the record source looks fine to me and the fields are the
ones in the record source.

Make sure that your don't have a control on the report named Cycle or NUM.
That can cause this type of problem.
