what happened to borders and shading dialog box in 2007

I am trying to put a single line border under a title word art graphic and I
cannot locate the borders and shading dialog box and help is no help

For borders around text and paragraphs, use the Border tool in the southeast
corner of the Paragraph group in the Home tab. The shading tool is
immediately to the left of the border tool. To access the dialog box, click
the border tool's dropdown arrow, and you'll see the Borders and Shading...
option at the bottom of the list.

For borders around shapes, use the Shape Outline tool in the Shape Styles
group in the Drawing Tools/Format tab.
