What happens when an email message is recalled but the recipient isn't logged
into Outlook at that time. Will the email be recalled once the recipient
logs in, or will the recall be unsuccessful?

Recalls are unsuccessful often enough for you to think twice before trying one. It's not 100% predictable whether any given message can be recalled.

is the recipient on your exchange server? if so, it should be recalled
successfully.
