What is a custom action (in the rules section in Outlook)?

In making a rule in Outlook, I see an option for a custom action but I don't
see any documentation on what a custom action is or how to make one. Has
anyone ever used a custom action before?

It's a small utility written in a programming language. There are a few
floating around the internet. If you are game to write one, see
outlookcode.com.
