What is a non-enterprise project?

Hello,

I have installed MS Project Server 2002 and MS
Project Professional on our server and a client machine
but am unable to publish a project. I have Web Access
running smoothly, but if I try to publish a project I get
an error telling me that the project I am working on is
a 'non-enterprise project' and that the Admin for Web
Access has disallowed non-enterprise projects.

I have scoured the settings in Web Access as well as the
options in Project client and have no idea what a non-
enterprise project is.

Any ideas?
