What causes the error "The measurement must be between 1pt and 31pt" when
attempting to make changes in borders and shading?

Does this happen in a particular document or in any (blank) document? If the
former, you can try copying the document contents into a new file. If the
latter, I'd suggest exiting Word and deleting the Normal template.

Actually, *renaming* the Normal template will be wiser, for example if you
have customizations that you would like to salvage.

The Normal template is normal.dot in Word 2003 (normal.dotm in Word 2007).
To find it, you can use Windows search (press Windows key + F to display the
search/find utility). Be sure to search hidden files and folders.
