What is "Failed to Retrieve Buttons From MyWebSearch"?

Lately when I open a New message in Outlook, there is a toolbar message,
"Failed to Retrieve Buttons from MyWebSearch." This takes up a whole
toolbar, so I have to move it up out of the way each time. It's annoying.
What is it and how can I get rid of it?
