What is IETAG.DLL

I just visited a yahoo news web page that tried to run IETAG.DLL from
Microsoft. What little I was able to find out about it on google indicates
that it is part of Microsoft Office but there is almost nothing at all about
it on Microsoft's site except for its role in several security flaws.

What is IETAG.DLL? What is it used for? How would a page like Yahoo news
use it?

I would appreciate any information.

This will describe much better what that dll is for then simply linking a URL
