What is "messaging interface is returning unknown error"

My Microsoft Outlook is not sending or receiving. I get an error message
that says

Task 'pop.telus.net - Sending and Receiving' reported error (0x8004060C) :
'Unknown Error 0x8004060C'

Also, when I try to delete items stuck in my Outbox folder, I get the
messaging interface error. I cannot delete or move these items.
