What is MyWebSearch and how can I make it go away?

When I open a new Word document, OR when click on New Message in Outlook,
there is an extra bar at the top stating "Failed to Retrieve Buttons From
MyWebSearch." It's annoying and I have to move this up to another location
so it won't take up space. Where did this come from and how can I make it go
away?
