what is text recovery converter

I'M TRYING TO OPEN A FILE AND I WAS TOLD TO USE TEXT RECOVERY CONVERTER ( IN
WORD).

There is no need to SHOUT. In Word, click on File | Open | Files of
type: Recover Text from Any File | File name: <browse to your file> | Open.
