What is the advantage of using Generic Resources vs. Local Resources?

If you were looking at using local resources such as HR Func or HR
Tech (and they would never be replaced by "real" people), would it be
better to keep them local or create Generic Resources on the server
for this purpose? Several plans will use these resources. Please
elaborate as you wish.

Hello Andy,
If several plans will use these resources, you have to create them in the
Project Server resource pool.
Maybe you will never replace them by "real" people, but it could be
interesting to know that you have only 4 "HR Tech" while you scheduled 5 of
them at the same time in 2 or 3 different projects.
