In the beginning Microsoft created FrontPage Server Extensions. Then
they added SharePoint Team services, which used FrontPage Extensions.
The latest incarnation is Microsoft Windows SharePoint Services 2003
(WSS) which do not use FrontPage Extensions at all. A SharePoint
Services (WSS) site will not work with FrontPage Extensions, but the
site can be administered via FrontPage 2003.
SharePoint Team Services (STS) and Windows SharePoint Services (WSS) are
two entirely different animals.
As an additional note, Microsoft does not support WSS issues on a
Windows 2003 server that has both FrontPage extensions and Windows
SharePoint Services installed on the same server.
I know it's confusing, but I hope this helped.

That answer makes no sense. What what does it mean?
