All users must have RWCD privileges on the folder. If any user does not have delete privilege,
and they are the last one out of the database, then the lock file will not be automatically
deleted. Another possible cause listed in this article is a slightly corrupted database. Now
would be a really good time to make a back-up of this .mdb file. If you continue to experience
symptoms that indicate possible corruption (ie. .LDB file that is not always deleted), then check
out Allen Browne's suggestions:

I have an access 2000 database on a server. Everytime the user opens the
database a file opens that says access.LockFile.9. When she closes the db
the file also closes. However today the file didnot close and she was locked
out of the db.
