What is the "link bar" ("/explorer" command line switch)(OL 2003)

Using Outlook 2003 and try to optimize.

Cannot find a usefull description of the "link bar" mentioned in the
description of the "/explorer" command line switch.

Can someone give me a description about this 'link bar" or a link?
