I have installed Office XP Professional and it came with 2 additional disks.
One is Publisher and the other is a media disk. Whta is the media disk for
and do I need to install it for total functionality of the Office XP program?

Since you used the term "total functionality" then the answer is yes.
You could look on it and decide if you need "total functionality".

The media disk contains a bunch of clipart that can be used in
your Office XP applications.

Also, the Office XP Media CD has its own installation program. You can
insert the CD to run setup. If you choose custom, you can select which, if
any, of the media files to install {run} on your computer, install on first
use or just want to ignore by making them unavailable. Running setup makes
the media files available to your Office XP applications even if you choose
not to install any of the media files at this time.
