What is the Star row in the List Manager?

In the List Manager, there is sometimes a row that does not have a
number but instead a star that is the second-to-last row in the list.
What is it for?

It's for entering new records.

The "row" doesn't really exist in the worksheet. When you make an entry
in that "row", XL inserts an actual row into the worksheet and places
your data in that row.

If you turn off List Visuals, the "row" disappears, along with the List
Manager border, etc.
