What makes a task 'New and Changed?'

We are using Project Server 2003.

After publishing 'New and Changed' tasks the PWA resource/view availability
does not always update.

If we 'republish' tasks then the PWA availability is updated.

What makes a task 'new and changed?'

Can 'new and changed' parameters be modified?

THanks

While I was using Project Server 2003, I NEVER used the New and Changed
Assignments option when publishing. A "New" assignment is any task added to
the project after the project was initially published, with at least one
resource assigned to the task. A "Changed" assignment is any task
assignment whose schedule has changed, either in Duration, Start date, or
Finish date. No, you cannot change the parameters of either of these.
Therefore, I strongly encourage you to teach your PMs that they should
always do a Collaborate - Publish - All Information operation at the end of
every cycle of updating or revising their projects. This will guarantee
that all information is current in PWA. Hope this helps.
