What makes the protect forms button unavailable?

This form was created in a prior version of Word. I can turn off protection
and edit the form fields, but cannot turn protection back on since the
protect forms button is unavailable, and the Start Enforcement button at the
bottom of the protect forms dialog is unavailable as well.

Does the document have more than one section? Possibly one of the sections
is unprotected?
