What permissions control the resource availability view in PWA?

For some reason, the resource manager group is not able to view the resource
availability through the resources area of PWA. Does anyone know which
combination of permissions control this? They can see resource assignments,
but not resource availability. Any help would be appreciated. I've played
around with it but couldn't make it accessible.

The permission is called View Resource Allocation. Hope this helps.
