What regional settings does OWC use?

I have an OWC graph running on a web page in ASP.NET.

The OWC graph is showing dates in US format even though the .default
settings in the user section of the registry has the international
settings set to UK.

What regional settings does OWC use in this scenario? Is it the
account under which IIS is running or is it read from somewhere else?

It should be read from the client computer in regional settings in control
panel.
