What Role Has All-Access to Project Documents?

Hello

I want to configure Project Server/SharePoint such that a certain group of
users are automatically given read access to any and every Document Library
associated with each project in the organization anytime a new project
workspace is created. I thought the Executives group would have that
privelege. By default, only the project manager of that project and team
members are given access to the document library. I could manually go in and
configure the workspace to give the executives access but I'd have to do it
every time a project workspace gets created. My goal is to do it
automatically. Can this be acheived?
