What should MOICE actually do?

I'm running Office 2003 and I believe it has all of the high-priority patches
and the compatibility pack installed.

I was playing around with MOICE (I'd rather know how to use it BEFORE I'm
bombarded with infected Office files), but I'm note sure its working the way
its supposed to.

I have run the command to enable MOICE for for .DOC (ASSOC
..doc=oice.word.document) and .XLS (ASSOC .XLS=oice.excel.sheet) files.

When I open a .DOC file, it opens in WordPad. I haven't found a single
MOICE-related document on the web that includes the word 'WordPad' so I'm not
sure that's what is supposed to happen.

When I open a .XLS file, Windows prompts me to select an application to use
to open the file. That's not very useful.

This isn't behaving the way its supposed to, is it?
