An excellent reason to ditch the Switchboard Manager wizard for creating
switchboards. In my opinion, it is much easier to use an unbound form (ie. a
form that is not based on a table or query--it has no recordset). Use the
command button wizard to assist with creating the appropriate command buttons.
Although the title of this KB article includes Windows Server 2003, the
cause likely applies in your case:
FIX: You receive error messages after you upgrade to Windows Server 2003
from an earlier operating system when MDAC files are not updated correctly

CAUSE
This problem occurs because the appropriate Microsoft Data Access Components
(MDAC) files were not successfully upgraded.
You can use the MDAC Component Checker tool to check the installation of
your MDAC files:
