What would cause me to no longer gain access to my pst file?

I have been using Outlook for a couple of years. All of the sudden I get the
message, "The file C:\WINDOWS\Local Settings\Application
Data\Microsoft\Outlook\outlook.pst could note be accessed. Access is
denied." Now I can't delete anything, change addresses; add new contacts and
who knows what else! I share my computer with the bosses children. What
happened? and how do I fix it?

Version of Outlook?
Size of pst-file?
Your post isn't conclusive (because of your editing remark and access denied
remark) about whether you cannot start Outlook at all or not being able to
edit existing items.

Sorry. I can start Outlook but I am unable to edit existing items as well as
adding new ones. This includes deleting tasks that have been completed from
the reminders.

Outlook 2000 SR-1 and 3975K is the size of my file.
