What wrong I am doing?

I installed Project 2000 Central. It had asked for a password for SA which I
gave. When I open the url http://localhost/ProjectCentral though it shows
the default name as Administrator it does not accept the password. Later
thru Tools, Options inside of Project, I created a user account, now there
was no one asking for password. What is going on? I am a newbie, please
help

If there isn't a particular reason for using a seven year old version,
you'll probably get more help and have more success with Project
Server 2003 or Project Server 2007.

I don't know Project Central very well, but I'm sure it isn't using
the sa password for the initial password. That is used for accessing
the databases.

You supplied the password for the built-in account "Administrator" during
installation. If you can't remember it, you can clear it from the database
in the MSP_Resources table. Using SQL Enterprise Manager, clear the value of
this field. If you didn't use SQL Server, I suggest that you research the
documentation that's still available on Microsoft and other sources on the
Net.
