Hello Dave,

"SA" stands for "South Asian". In RTF spec v1.9

Page 145, Section Associated Character Properties, it reads:

South Asian (complex script) runs of text share associated properties with
right-to-left runs, but they are considered left-to-right.
<sarun> \fcs0 \af & <aprops>* \fcs1 <ptext>
<nonsarun> \fcs1 \af & <aprops>* \fcs0 <ptext>
